Stormwater Management Plan
Stormwater runoff is a significant source of water pollution. As rain falls or snow melts, it carries debris, chemicals, dirt, and other pollutants into lakes, streams, and wetlands. With growth and development, impervious surfaces like roads, parking lots, and rooftops increase, making effective stormwater management a community-wide responsibility. By investing in infrastructure and promoting environmentally responsible behaviors, we can minimize the impact of stormwater runoff.
What Is Stormwater Management?
The U.S. Environmental Protection Agency (EPA) addresses stormwater concerns through the Clean Water Act, which regulates discharges into public waters. In Illinois, the Illinois Environmental Protection Agency (IEPA) administers the National Pollutant Discharge Elimination System (NPDES) program.
The Nunda Township Road District operates under Phase 2 of the NPDES program, which monitors and regulates stormwater runoff to improve water quality. The program focuses on municipal practices designed to reduce pollution from stormwater discharges.
Key Elements of the Phase 2 NPDES Program
The Phase 2 NPDES program outlines six “Minimum Control Measures” (MCMs) aimed at reducing pollutants in stormwater runoff:
- Public Education and Outreach
Inform and educate the community about the importance of stormwater management and its impact on water quality.
- Public Participation and Involvement
Engage residents in stormwater management efforts through programs, events, and feedback opportunities. - Illicit Discharge Detection and Elimination
Identify and eliminate illegal discharges into the stormwater system. - Construction Site Runoff Control
Regulate and manage runoff from construction sites to minimize erosion and sedimentation. - Post-Construction Runoff Control
Implement measures to manage stormwater runoff from completed developments and infrastructure. - Pollution Prevention and Good Housekeeping
Promote best practices for maintaining municipal facilities and operations to prevent pollution.
